For several years, Twitter has allowed you to create lists. It’s a great way to organize the people you follow, and each list provides you with a customized Twitter stream.
Creating lists are super easy. Here’s how.
1. Hover over your profile picture at the top of the page.
2. Click on Lists in the dropdown menu.
3. Click on the Create list button at the bottom of the page.
4. Fill in the details and press Save.

Bonus: How to add people to your list in just two steps.
1. Click on the profile icon when viewing the person’s profile, and select Add or remove from lists…
2. Check the list.

Your steps for creating lists really are as easy as you say. I followed the steps and opened the lists page however, there is NO create list button to click on.
Looks like they moved it. Go to your lists page, then scroll down to the bottom of the page. You should be able to see the button there.
